Daugaard proposes larger than expected spending increases

Pierre, SD (KELO-AM) In his annual budget address before the State Legislature in Pierre Tuesday, Governor Dennis Daugaard proposed larger than expected 3 percent spending increases for education, health care, and for pay raises for state workers.

Daugaard could sweeten the pot because of an unexpected windfall in unclaimed property payments. He also proposes uses some of the extra money for a tuition freeze at South Dakota's colleges and universities. The freeze would apply to in-state students only, living on campus.

As expected, The Governor refused to make an expansion of Medicaid part of the proposed $4.3 billion state budget. He says the implementation of the Affordable Health Care Act, Obamacare to most of it's critics, continues to be unpredictable and chaotic.

The Legislature will determine the final budget in the annual session that opens January 14..
