SIOUX FALLS, SD (KELO.com) — They’re taking on the challenge of drawing crowds to outdoor events in downtown Sioux Falls in all four seasons, including the dead of winter. City government and private enterprise are partnering on a month’s worth of special events, starting this weekend. Jackie Nelson is the recreation manager for the city parks department.
