SALEM, SD (KELO.com) — The former mayor of Centerville will spend the rest of his life in prison. Jay Ostrem was given three life sentences without parole. He was convicted in March in the shooting deaths of Paul and Zachary Frankus and Timothy Richmond. Ostrem was Centerville’s Mayor from 2009 to 2011, and also served as a law officer in Turner County.
